According to Wikipedia, session laws are "the collection of statutes enacted by a legislature during a single session of that legislature, often published following the end of the session as a bound volume." From the above, we can know that session laws are statutes and they are already enacted.
Black's Law Dictionary says sessions laws are "[t]he body of statutes enacted by a legislature during a particular annual, biennial, or special session." As opposed to the above phrase "single session," here session slaws include annual, biennial (meaning taking place every other year, or special session.
